I have one of these.
It’s been working pretty well for several months. Just make sure that your keyboard and mouse are plugged into the marked ports.
As for KVM’s. You get what you pay for. Tripp Lite makes some pretty decent ones. No experience with desktop models, only rack-mount; however.

Check if your monitor as multiple inputs. My gaming monitor has 2 HDMI and one DisplayPort input, and it automatically switches inputs when it detects a signal.
I have my work laptop plugged into an HDMI port and my gaming PC using the DP. And I have a USB switcher as u/Airlab stated. I have my gaming headphones, keyboard, camera and a wireless mouse plugged into this USB switcher attached to the underside of my desk. I have the little remote for it attached to my monitor stand.

I just purchased this AIMOS USB Switch to share one DAC with two PCs. There is a little remote cable to select the source. Using this one, you could connect up to four USB sources to one USB-capable DAC.
·
This is the switcher I’m using for my cam/mic, but I tried it out with mouse/keyboard for a few weeks. It didn’t suit my needs, but it might for you.

Definitely nothing that’s going to work the way you described. KVMs support some number of computers and some number of displays, and when you switch, you switch everything that’s connected to the KVM.
To get something like you’re describing here, you’d have to use several different devices, including a KVM or USB switch and one or more HDMI source selectors.

I use a single keyboard and mouse to control 4 computers (Work, PC/Ubuntu, Mac, Pop OS, and use 3 of them on the same 2 monitors. Here’s how I do it:
My monitors have 1-display port and 2-HDM inputs (each).
PC in Display ports
Work in HDMI-1 ports
Mac in HDMI-2 ports
The Pop OS laptop is actually connected to the TV.
I use Synergy to use my keyboard and mouse across the PC/Ubuntu, Mac, Pop OS computers. https://symless.com/synergy
Since I can’t install anything on the work laptop, I have to use a KVM https://www.amazon.com/dp/B085915CTB
I toggle between inputs on the monitors depending on which computer I want on them.
Same with the TV when I want to see the Pop OS laptop.

If your monitors have multiple inputs, then yes. You can plug the work laptop into one of the inputs, and switch inputs as needed.
To use the same peripherals, if you can install Synergy I recommend it.

If not, get a KVM

How many inputs does your monitor have? If enough for you to input both computers, just toggle the input to which ever computer you want to use.
KVM for your USB devices will switch your peripherals.

I use this KVM to use my keyboard and mouse on my work laptop, and switch back to my personal devices after work. Monitors have multiple inputs, so I just switch the inputs depending on what I want to see on them.

For everything else I use Synergy

On the same monitor at the same time? No. Not on that monitor. There are monitors with internal KVMs that will display 2 different inputs on either side of the screen.
Connect both to the same monitor, but use them different times? Yes.
Which are you trying to do?
For reference, I have a PC, Mac Mini, and work computer connected to 2 monitors and use the same mouse and keyboard across them.
My monitors have 3 inputs. 1- Display, 2-HDMI. So I do the following.
- Work computer – HDMI 1
- Mac Mini – HDMI 2
- Main PC/Linux – Display Ports
I switch the inputs to which I want to work on. I can have various combinations of OS’s on either screen at any time.
To share mouse and keyboard across the Mac Mini, PC/Linux, and another laptop running Pop OS (it uses the TV as a monitor), I use synergy. https://symless.com/synergy
Since the work computer doesn’t let me install anything on it, I have to use a KVM switch which now allows me to add my Chromebook to the mix, https://www.amazon.com/dp/B085915CTB

I use this to switch USB inputs with my raise between an Intel MacBook and my desktop machine. https://www.amazon.com/dp/B085915CTB
·
If I understand correctly, you want something like this: https://www.amazon.com/Selector-AIMOS-Switcher-Computers-One-Button/dp/B085915CTB/
You’d have to add your own cables, though.

Oh sorry! So you need a device switcher that has USB connections.
Something like this?
