Since you’re using headphones now, I assume that what you have to work with is an 1/8″ stereo headphone jack from your TV. Speakers that don’t require batteries or AC power are called passive, so you can do a search for “passive computer speaker” to find cheap examples (<$20) of what you’re looking for. A passive computer speaker will be terminated in an 1/8″ plug that will plug straight into your tv. Something like this would work.
The difficult part will be finding a SINGLE speaker since most speakers are sold in stereo pairs. Can you not use two if they’re small?
If you can live with using batteries, something cheap like this would work too. With your budget, you could easily buy some rechargeable NiMH batteries and a charger.
*EDIT– I found this one on amazon that will do what you want. It says it will work passively without batteries and is a “single box”.
