No headphones isolate that well, even using noise cancellation. I’ve seen people modify those types of gun range headphones though.
You didn’t state a budget, but the Sony MDR-1000X has the best isolation when taking into account active noise cancelation being on and off, and it also sounds good.

Recent hot deals on these have them going for $300. At $230, I’m picking these up and will see how they compare to the Bose Q35.
There have been reported issues with the headband on a specific production run of these, so I would make sure the serial no. you purchase is not one of those affected.

Sony’s MDR-1000x. They are Sony’s answer to the QC35. A little more expensive, but has some neat features with its noise canceling.

No, I’m almost positive that you’re correct. Anecdotally, my Sony’s are almost as good at drowning out sound than normal over-hear sound protection. I guess my main point was that even they are better than nothing at all — even ‘quieter’ power tools can harm your hearing at some point. ¯\_(ツ)_/¯
