XM4s have the best ANC in that price range. If you want something cheaper though and has better sound than the XM4s, the Sennheiser Momentum 3s would be an option. They are frequently on sale at various retailers, esp refurbished or open box. For example at the time of this post, there is a white one for sale on Amazon for ~$205.00.

your budget needs to be adjusted for quality.
sennheiser is highly rated among audiophiles. while there are other great options, i cannot tell you which to go with because i never used them. i have these headphones and i never heard such crisp sound before. bluetooth to the TV when watching movies and wired up to my PC for music and games. also bluetooth to my phone. wire will always be the best option to go with. bluetooth is a great addition if you just want to go wire free when it is ideal such as when working out or jogging. the highs, lows, mids, are perfect.

do not be afraid to spend money or save money for something expensive. weather you land on sony, bose, or sennheiser. you should spend the money on quality headphones.
