This is what I use. Highly recommend going for an SSD. Your load times will be worse than on the internal but going back to a HDD is madness.

Links to what, the SSD? It’s a Samsung T7 that’s 2TB in size. They also offer a 1TB drive. The T7 is also on sale right now most places..

Well, “best” and “most affordable” are usually at odds with each other.
IMO, the right balance for your needs would be an SSD like the this or this. These will be significantly faster, more durable, and more reliable than your HDD.

If you’re considering connecting externally over USB, then you might as well get an external USB SSD. The Samsung T7 is a popular model and quite good. The connection is 10Gbps USB 3.2, so it’s slower than the 32Gbps internal speed of M.2 NVMe drives. But that can’t really be helped and is still reasonably fast:

The other option is an exclosure as you mentioned. If you want an enclosure then something like this will work just fine, and is also limited to 10Gbps:

I use iCloud to sync all the photos I take with my iPhone to the cloud and then to my Mac Mini. On the Mac I configured the Photos app’s iCloud settings to download all original versions of the photos. Due to the size of the photo library, I store it on a Samsung external drive. I then rely on Time Machine to backup all of that from the Mac to another Western Digital external drive that is dedicated to Time Machine backups.
I think this would achieve what you’re after. A downside is that I suspect if I needed to restore the photos I’d need to restore the entire library (versus being able to restore individual photos) but I suppose that’s what the iPhone’s Photos’ recently deleted folder is for.
