How you remove the hair is a BIG BIG deal to your skin. I’m like you in that if I shave it, bumps come. Everyone has different types of hair. Mine are curly-ish, thick and not soft. When it gets removed and grows back, it irritates the heck out of my skin. Yours could be similar. I have found that TRIMMING the hair ends up being the solution. Get an electric beard trimmer with a safety guard that allows you to go to about .5mm (adjustable kind is great).
