A foil shaver can get you pretty close. I use a Panasonic Arc4 and it does the job pretty well, and much harder to accidentally nick myself. It’s water proof so I just use it in the shower every other day and keep myself fairly smooth.

I bought this Panasonic (Arc4) in 2010, liked it so much I bought the exact same one last year when the cutter/foil needed replacing:

Looks like there is now an Arc5, you might want to check that one out.

Try using a high quality electric razor. I had the same issue once I graduated from college and started shaving everyday. The razor burn looked terrible and was so painful. I invested in a quality electric, this one actually. It has given me 4+ years of flawless service so far, and no more pain. I can shave every day and have no problems with razorburn. For me it works best when the skin is totally dry, any dampness increases friction and makes the shave worse. I use it before I shower, but if it is very humid or hot and I am a even a little bit sweaty, I point a fan at my face to dry my skin as I shave. This product was kind of a miracle for me, and I consider it some of the best money that I’ve ever spent. Good luck!

I use this one now, used the older model for a while. Good battery life, easy to clean, easy to charge, cuts well.
