You can get wall mounted heaters – like this one. So theoretically you could mount the heater high enough on the wall where he wouldn’t be able to touch it. The specific heater that I linked claims to be kid friendly because the outside doesn’t get hot enough to burn, but I don’t have that one so I can’t testify to whether or not the claim is true.
As for the electric issue, how much electric it will use is determined by how big of a heater you need, which depends on how big the room is. So I guess that’s something you’ll need to look up/research. I do understand the issue, though. I used to live in a very old building with shitty wiring. My entire apartment was on a single breaker, so I couldn’t brew coffee while my air conditioner was running or use my electric kettle while the space heater was on (etc, etc). My advice would be to only run the space heater while you’re in the room and make sure to turn off any other items that draw a lot of electric before turning it on.

They also have a 1500 W version. It can keep our 2 stall insulated garage above 50, even a few days when the outdoor temps were around -20 F. It has an on/off, temperature setting, and a high/low settings. I generally leave it on with the temperature setting above freezing to help the cares melt off on cold days.
