Micellarwater hands down. Its not oily. I get the waterproof kind. Dona price check at Target Walmart etc. sometimes Amazon has it for the same price.

It has a little “oil” in it to remove waterproof mascara/eyeliner. It’s the only oil-esque makeup remover my skin doesn’t react to!

Don’t use water to wash your face, use something like this:
