How difficult a headphone is to drive is a function of impedance and sensitivity, not just impedance alone. Some 32 ohm headphones are more difficult to drive than some 150 ohm headphones.
And then some people listen louder than others.
So headphone amp impedance is just a rough guide when you see it on sound cards or headphone amplifiers.
Meanwhile, with low impedance headphones, you have to find out the low impedance output of a device, as that can affect the sound quality of the headphones. I’m not sure how good the Xonar SE is. But I do know that the FX Audio DAC-X6 is a very good external DAC / headphone amp for its price, and it will easily drive your headphones
