I recommend going for the 60% category as they tend to be more budget friendly and are easier to work with for your first time. Also since it’s your first time in the mechanical keyboard area I recommend going for hotswap which means you don’t have to solder the switches. There are barely any tkl hotswap keyboards (to my knowledge, I’m also kind of new). I recommend considering 60% hotswap keyboards.
A good beginning board is the gk61 (hotswap, rgb, software, and budget friendly)
For the switches, it really depend on what you want. Since it’s your first time and you want cheap parts, I recommend buying gateron switches. I personally like the linear reds but it’s up to you.
For the key caps, anything works really. All you really have to do is spend 20 bucks to get decent looking and feeling keycaps.
I also found a good keyboard on Amazon which I’m pretty sure is tkl (I’m new to the keyboard area too I don’t know) but is not the most budget friendly.
I hope this helps
