If you can see daylight through cracks, sealing that up first will make any heating source tremendously more efficient.
As for a heater, I chose a 220v heater for my shop that consumes 4800 watts because I have a 30 amp dryer outlet nearby. I usually turn it off after an hour or so – a lot of heat for the price. It would take up much less space than a tornado heater but require electricity, which you may or may not have circuits to spare.
