The Corsair K68 looks pretty nice and is on sale right now. If you can’t get it while it’s on sale there’s a version that only has red LEDs for around the same price.
I don’t know a lot about mechanical keyboards though, most people here I think would just recommend a Ducky

CORSAIR K68 RGB is $99

The Corsair K65 LUX has RGB, the tkl design (aka doesn’t have a numpad), has volume and media controls, and USB passthrough. I can’t tell you much about it since I’ve never used it myself, but on Amazon it avg. about 4 stars. It’s going for about $120 on amazon. It also has Red switches, so you won’t get the click clack but you’ll get a linear, “fast” feeling If that’s within your budget, I think it should work for you since it seems to meet all of your requirements.

If you don’t mind going a bit over the $150, it’s a fantastic keyboard with great tactile key feel. Also dust, spill etc resistant.

This one is nice, but I don’t like the switches. You can also get this one, which is similar but doesn’t have built in memory and is waterproof.
