Corsair K70 sounds like exactly what you want. Has blue backlighting available, red switches, wired, dedicated media keys, and full size. Only problem is there’s no programmable keys, but that’s easily fixed with AutoHotkey.

A dedicated volume knob maybe the most limiting factor here. If you are not set on brown switches there is the:
Gigabyte Osmium with blue leds and red switches
Old model Corsair K70 with blue leds
(You can get a k70 with browns and RGB, but it’s out of the price range)
If backlight isn’t necessary the Das Keyboards usually have volume knobs.
If you don’t mind an additional dedicated peripheral, there is the Griffin Powermate that is available in both wired and bluetooth. As a bonus, I think the newer wired and the bluetooth model have a blue led that would match your look. It would add an additional cost and device, but could help you from limiting your board options.
Edit: Not sure about Windows support on the newer models of the powermate though. Maybe other brands make something similar.
