We use the bugani speaker from Amazon its great for music and standup/podcasts depending on the time of day and # of cooks

Try this speaker.
My husband and I deal with a piece of shit who does similar things. It can’t drown out his god forsaken motorcycle, but we uploaded a file of brown noise to the SD card and play that. It has an excellent bass. We put it on the wood floor and it drowns out any external bass so perfectly. It just sounds like a nice low airplane noise, too. We can keep it low, block out his bass, and watch tv over it. Mind you, we don’t share a wall with our neighbor, but maybe with this plus noise canceling headphones would help! Good luck.

Getting solid bass AND well rounded sound at this price is going to be tough, but I’d suggest taking a look at the HK Onyx Studio 4 which is ridiculously low priced these days.
My next favorite is the Bugani M83, which is an insane value at $55. Also take a look at this Amazon Party Speaker, if you don’t mind something larger

That little one is going to be pretty weak once you get further than a few feet and it’s not going to give you much bass outdoors. These two will give up a little portability, but might be better for how you’re going to use them.
